Minutes to August 6 2016 Annual Meeting

BEDDINGTON LAKE EAST ROAD MAINTENANCE ASSOCIATION

ANNUAL MEETING 8/6/16

Board in attendance: Peter Aten, President; Marlene Sullivan, VP; Jean Heath, Treasurer; Martha LaMarche, Secretary.

Meeting called to order by Peter Aten, President at 10:12 am

Quorum in attendance and by proxy: 26 lot owners (see attached)

Minutes of 2016 Annual Meeting
Upon motion made by Hazard, seconded by Bishop, the minutes were accepted by majority in attendance.

Treasurer's Report
After presentation made by Treasurer Jean Heath, motion made by Sullivan and seconded by Hazard, the treasurer's report was accepted by majority in attendance.

Road Conditions
No actions were taken. Discussions included:

  • The failing culvert at Shorey Brook: paper company does not have funds this year and is putting off bridge installation until next year. 
  • "Washboard" hill effect on cars: can we approach paper company to see if the grade can be reduced at the same time the bridge is constructed? 
  • Marlene will follow up on the above.
  • Increasing width of the road and ramifications regarding cost and washouts: Discussion about the width of the road and the proximity to steep drop-offs. In places the road is apx. 4 feet wider. The board will try to gently communicate with the paper company and/or wyman's about the increasing impact on our road maintenance efforts.
  • Poor current condition of road. The board will follow up with Jordan to see if he can address the repairs, or provide a recommendation for someone who can. All agreed that this is within the scope of the board's duties.
  • Winter use of road: Plowing is not allowed by the association per our bylaws. The road was more widely used by lot owners in the winter when it was a snowmobile trail. Owners who use the road in the winter to access their camps are encouraged to make contributions to help cover gas. 
  • Tax assessments. It is suggested that lot owners arrange a meeting with the town regarding what is perceived as inflated property values...and correspondingly high taxes. 
  • No Wake Zones. Owners should be aware that by law there is a 200ft "no wake zone" at shoreline. Please slow your boats accordingly.
  • Safety. It was suggested that people who are endangering themselves or others should be reported to the state police if the situation warrants.
  • Liability Insurance. Is the board liable for safety on the road. Discussion ensued. It may be something that the board should investigate.

Annual Dues
The board recommends $50. Upon motion made by Stevens, seconded by Hazard, $50 annual dues was accepted by majority in attendance.

Board Election (next year)

Special Recognition
Mike Sullivan is honored for the two years that he did emergency repairs on the road, using at least three days of his time and machinery. While the board does not pay residents to maintain the paper company's road, those in attendance felt a contribution toward gas seemed reasonable. Discussion involved liability but no legal opinions were obtained. Motion made by Aten, seconded by Hazard. All in favor. Thanks were extended to Marlene Sullivan and also to Dave Hazard. Mike and Marlene were presented with the first "President's Award" by Peter Aten.

100 donation to Volunteer FD
Upon motion made by Bishop, seconded by Aten, $100 donation was approved by majority in attendance.

Upon motion made by Aten, seconded by Stevens, approved by majority in attendance, the meeting was adjourned.
